Project PLASE's Transitional Housing Facilities

Project PLASE operates four transitional housing facilities located at

The facilities house a total of 62 men and women at any given time. All facilities are staffed 24 hours a day, seven days a week, year round. All residents are provided three meals a day plus snacks, linens and bus tokens, as needed as well as supportive services to assist with their diverse needs.

Because of this growing need, PLASE expanded in late 2001 to include the Medically Fragile Transitional Housing Facility. This facility is disability accessible and caters to the more intensive needs of our most vulnerable clients.

The mission of the transitional housing program is to house and service homeless citizens who have special needs (namely AIDS/HIV, mental health, psychiatric needs, chemical dependencies, developmental disabilities, etc.), in a temporary housing situation with 24 hour supported supervision, case management and counseling, with a focus on helping the individual function at the highest level.

The following services are provided at Project PLASE Transitional Housing Facilities:

  1. Three meals a day, seven days a week for every resident. Special provisions will be made for people on special diets or nutritional restrictions.

  2. Linens (top and bottom sheet, blanket, towels and washcloth) will be provided by PLASE for each person. A supply of soap, shaving items, toothpaste, feminine hygiene items, and shampoo will be kept for all in need. Good hygiene will be reinforced and encouraged.

  3. Each resident will be assigned a counselor at PLASE’s housing facilities for assistance and support. At a minimum, they will meet once a week.

  4. Active case management is given to assist the individual to meet his/her needs, move beyond the crisis situation, and avail him/herself of all community based services and resources as appropriate and necessary.

 

201 E. North Avenue

Once the original headquarters for Project PLASE, this facility now houses 24 men in dormitory-style living. In the past year, 201 has been the focus of volunteer groups such as one from Johns Hopkins. In addition to housing clients, this facility is also home to Project PLASE's on-staff Nurse and HIV Outreach Team (who are then distributed throughout the other facilities).

139 E. North Avenue

This facility serves as Project PLASE's Women's Housing facility. This three-story building features single, double, and dormitory-style living arrangements. In the past year, this facility was the grateful recipient of new bedding and other items (generously donated by Johns Hopkins) to update the look of the units and common area. Because women experience different issues and deal with emotions differently, an inspiration board has been created by both clients and staff to help promote support and teamwork among the women.

2031 St. Paul Street

Area: 4200 sq. ft.

This facility is a Transitional Coed Housing facility for homeless and mentally ill individuals. The building is a three-story end unit with the first floor currently being used as donation center for our residents. It is run by our residents, and assists individuals in acquiring clothing, household items, etc., to meet their short term needs and to have necessary items to move into a new apartment. All items are donated from interested and caring individuals in the community. The upper two floors of 2031 are used for housing. Clients are housed in a dormitory-style environment with an open common area with modern amenities.

1814 Maryland Ave.

This multi-purpose facility was completed in 2001. It is utilized as the main administrative office for Project PLASE, as well as separate housing for SRO male and female residents, and separate transitional housing for men and women. The building effectively utilizes 4 stories of living space and includes bedrooms, bathrooms, multiple common kitchens, and common living area for its residents. An overnight counselor occupies an apartment, providing for 24 hour, 7 day a week supervision and active support. A garden and courtyard complement the quality living of our residents as well as staff.
